The Circuit is bit confisuing in this term of ground and neutral connection. THere are two separate return path is shown with the same symbol. If you check the input AC denoted as Power it is a 120VAC input. The Ground symbol is showing neutral connection that is denoted as neutral. All of the connection out of the Low voltage circuit section is connected in neutral. Now the 12VDC 1A PSU that is denoted as P1 is providng the supply voltage of 12V to the low voltage circuit. Therefore, the low voltage circuit will use the 12VDC ground only. Hope this will help you to understand the circuit.
