If you had mentioned the range and accuracy with which you have to measure the current, the answer would have been more relevant. Anyway by 24V Flasher circuit I assume you are building something like this
As you can see in this project the current the current goes as high as 1.5A only so it is safe to use a multi meter or clamp meter to measure current. If you are using a multimeter you have to change the probes and connect the meter in series, more details on how to use a multimeter to measure DC current can be found here
On the other hand if you are using a clamp meter you only have to clamp the meter to wire and you can measure the current through that wire without disturbing the circuit.
