Help with making Walkie Talkie

Hello, I am trying to make this Walkie Talkie(…) which I found in the site but I am still a student. I am not that experienced with this kind of circuits and I was wondering if I would need 2 Arduinos for 2 Walkie Talkies to work or I can make one and make it work with other Walkie Talkies.
