Is it possible to connect and program a Nano with an InfraRed Sender and Receiver on the same board?

I would like to be able to send and recieve infrared signal from the same nano and ultimately keep count of how many times signal is recieved and sent.
This is for racing drones to be able to "hit" each other while flying with an infrared beam and system to keep track of "score".
Yes you can
Connecte on TX and RX infrared sensor and send bit through one and sense recived data in other. You can easily make this thing happen.

As suggested by Mr. Sourav, you can connect a IR TX and send a digital data from nano, simillarly in the other side, using a IR Receiver, you can recieve the data from IR TX.
