Can I use TL431 to build a circuit to generate a 3.6V, 30mA power supply

TL431 problem: Order on Utsource.
Can I use TL431 to build a circuit like this to generate a 3.6V, 30mA power supply? ?
I input a current of 30mA from the R1 terminal (not considering the power issue for the time being), why most of the current enters between the yin and yang, and the current on the load side is too small.
Then, isn’t it just as long as 1mA is injected between Yin and Yang, then TL431 can output up to 100mA? ?
