CRT TV repair

Hi sir,l am working on a CRT TV that has power on led but refused to start up either by remote or by pressing the button at the front. I checked the secondary output voltages and am getting b+98v,35v,5.5vand 8.9v instead of b+126v,35v,6.5v,and 14v.please does it mean that the sm transformer is bad or how do I go about finding the fault.
